State Youth Referee Administrator (SYRA)

Reports to: State Referee Administrator (SRA) and State Referee Committee (SRC)
Position Type: Stipend

Position Summary:

The State Youth Referee Administrator (SYRA) plays a critical leadership role in developing, supporting, and managing youth referees across the state in alignment with U.S. Soccer’s Referee Program. The SYRA is responsible for fostering a safe, educational, and positive environment for young referees, while ensuring compliance with national standards and promoting pathways for advancement.

Key Responsibilities:

  • Youth Referee Development:

    • ​Recruit and retain new youth referees in collaboration with local referee organizations.

    • Create and implement development plans for youth referees.

    • Identify high-potential youth referees and support their advancement.

  • Training & Education:

    • Organize and oversee referee courses, mentoring programs, and continuing education opportunities tailored to youth referees.

      • Ensure that instruction aligns with U.S. Soccer curriculum and SafeSport policies.

  • Mentorship & Supervision:

    • Establish and coordinate mentorship programs for youth referees.

    • Attend tournaments and events to provide feedback, guidance, and support.

    • Act as a liaison between youth referees, assignors, and regional administrators.

  • Compliance & Administration:

    • Maintain records of youth referee certifications, participation, and disciplinary issues.

    • Enforce U.S. Soccer and state policies, including those related to referee safety and misconduct reporting.

    • Submit regular reports to the SRC regarding youth referee status and progress.

  • Community Engagement:

    • Foster a sense of community and professional identity among youth referees.

    • Serve as an advocate for youth referee welfare and advancement within the broader referee and soccer communities.

Qualifications:

  • Active or former U.S. Soccer-certified referee in good standing.

  • Experience working with or mentoring youth referees strongly preferred.

  • Familiarity with U.S. Soccer's Learning Center and referee development programs.

  • Strong communication, leadership, and organizational skills.

  • Must pass a background check and complete SafeSport training.

  • Ability to travel to local leagues, tournaments, and educational events as needed.

 

Preferred Skills:

  • National Referee Coach, Referee Coach, or Mentor certification.

  • Event planning or program coordination experience.

  • Knowledge of current youth soccer competition structures and referee challenges.
