Fees, Payment Policies, and Refunds

The following fee structure and policies are in effect for the Minnesota State Referee Committee.

Refund Requests

General Referee Fees

State Administration Fee

Any individual using the certification tools on the MNSRC site is subject to a $20 State Administration Fee. This includes any referee, instructor, assessor, or assignor. Out-of-state referees using the MNSRC site but filing their USSF registration fee with another state are still subject to this $20 fee. This fee covers the cost of operation of the website and expenses related to the Minnesota State Instructional and Assessment programs.

This fee is non-refundable. Payment of this fee opens up access to the online certification process, and once it has been paid this service has been provided. It is strongly recommended that users should be sure they intend to certify before committing to payment.

USSF Referee Registration Fee

US Soccer requires the following registration fee to certify as an official, depending on grade. This is in addition to the State Administration Fee:

Unlike the State Admin fee, the USSF registration fee is refundable depending on when the request is made for refund. However, certain limitations are placed on refund requests:

The State Admin Fee is NON-REFUNDABLE!

The fiscal year for MNSRC closes on June 30 of each year, so any request for refunds from the prior clinic season will be refused if requested after 6 PM CDT on June 30.

MNSRC will be offer limited entry level classes in late July and early August. These classes will only be held in the Twin Cities. These are designed to train new referees for MSHSL games and fall MYSA games.

Rollover of Spring Payments to Summer Session: Referee candidates who pay the State Admin fee and the USSF fee between November 1 and June 20 but fail to complete their requirements before the end of the spring Entry Level clinic season will be permitted to roll their registration fees over to the late summer (July-September) entry level classes. This rollover is permitted ONLY for entry level classes in that year's summer session. If a candidate fails to complete his or her requirements by the end of the late summer clinic season, all fees will be forfeited, no exceptions.

Rollover of Summer Payments to Spring Session: Referee candidates who pay the State Admin fee and the USSF fee between July 1 and September 15 but fail to complete their requirements before the end of the summer Entry Level clinic season will be permitted to roll their registration fees over to the spring (November-June) entry level classes. This rollover is permitted ONLY for entry level classes in that year's spring session. If a candidate fails to complete his or her requirements by the end of the spring clinic season, all fees will be forfeited, no exceptions.

No Refunds on Summer Payments: New referee candidates who pay the State Admin fee and the USSF fee between July 1 and September 15 are NOT eligible for refund. If these individuals fail to complete their course work in the summer, their fee will be rolled over to spring of the next year and they must finish their course work in spring to become certified. No refunds will be given for payments made between July 1 and September 15.

Once a fee is refunded, the applicant may NOT change their mind and re-apply the fee to make a partial payment towards subsequent registration. In order to re-apply, the applicant must pay the full USSF fee plus State Admin fee in order to restart the process.

Re-certifying referees MUST complete their requirements by June 25, 2017. They may not roll over their registration at all... payment of fees, failure to request a refund, and failure to certify by June 25 will result in forfeiture of the fees.

Instructor Fees

USSF Instructor Registration Fee

US Soccer requires the following registration fee to certify as an instructor, depending on grade. This is in addition to the State Administration Fee:

Assessor Fees

USSF Assessor Registration Fee

US Soccer requires the following registration fee to certify as an assessor, depending on grade. This is in addition to the State Administration Fee:

Assignor Fees

USSF Assignor Registration Fee

US Soccer requires a $10 fee to certify as an assignor. This is in addition to the State Administration Fee. This fee is non-refundable.

The national assignor fee is $100 (applicable only to the LAC) and is payable directly to US Soccer via the Salesforce site.

Assiging System Access Fee

MNSRC charges a fee of $25 to all assignors to offset the cost of the GameOfficials State Assigning program that goes into effect in time for the 2017 seasons.

Futsal Fees

USSF Futsal Registration Fee

US Soccer requires a $45 fee to certify to officiate futsal. This is in addition to the State Administration Fee. In order to access this fee you must be approved as a referee as well. Payment of this fee enables access to futsal training, which is entirely online, and therefore this fee is non-refundable.

State Referee Fees

State Referee Upgrade Fee

MNSRC charges a fee of $120 to upgrade from Grade 7 to Grade 6. This fee helps cover the cost of classroom instruction, administration of the physical fitness test, and assessments needed to complete the upgrade. The State Referee Upgrade Fee is non-refundable.

State Referee Maintenance Fee

MNSRC charges a fee of $65 as part of the maintenance for State Referees to maintain active status. This fee is collected to defray the cost of classroom instruction, administration of the physical fitness test, and the minimum of two yearly assessments that are mandatory for this grade. This fee is non-refundable once paid.

This fee was introduced in 2015 and increased in 2016 due to the increased assessment requirements established by US Soccer for state referees. Prior to 2015, Minnesota State Referees had no additional fees for their grade, which meant the entirety of their maintenance assessment costs (in addition to the cost of instruction for mandatory classroom sessions and costs associated with administration of the mandatory physical fitness test) were borne by the SRC. The SRC decided that beginning in 2015 we must ask State Referees to cover part of these extensive costs.

If State Referees would like to avoid this added expense, it is our recommendation that they take on Emeritus status once they are eligible to do so.

Reassessment Fee

State referees and state upgrade candidates must pass two assessments yearly at the state referee level. If a state referee or candidate earns a Not Acceptable rating on one of these assessments, he/she must pass an additional two assessments in that year to maintain the grade or upgrade. The referee must pay a $120 fee to the SRC to offset the cost of these two additional assessments.

State-Track 7 Fees

ST7 Upgrade Fee

MNSRC charges a fee of $50 for Grade 7 referees to enter State-Track status. This fee is collected to defray the cost of classroom instruction, administration of the physical fitness test, and a maintenance assessment in the first year. This fee is non-refundable once paid.

ST7 Maintenance Fee

MNSRC charges a fee of $15 to for Grade 7 referees to maintain State-Track status. This fee is required of ALL ST7 referees, whether in their first year or not. This fee is collected to defray the cost of classroom instruction and administration of the physical fitness test. This fee is non-refundable once paid.

Additional Fees

Duplicate Registration Fee

If a user accidentally pays for registration twice (using two separate accounts), there is a $5 processing fee to refund any duplicate payments. Duplicate payments are otherwise 100% refundable (minus the $5 fee).

Badge Re-Mailing Fee

For all referees, your badge and Law Book are mailed to you once you complete your continuing education hours. They are mailed to the address you have indicated on your account. You are responsible for keeping this address up to date. If you fail to do so and your badge is returned to the SRA, you may be assessed a $3 fee on your registration for the subsequent year to account for additional shipping and handling costs to re-mail your badge.

Replacement Badge Fee

If you lose your badge, you may purchase a replacement badge from the SRC for $5. Please contact the SRA to arrange for this fee to be assessed to your account. Once paid, the SRA will mail you the replacement badge.

Refund Requests

All refund requests must be made by 6 PM CDT on June 30 for any services or products utilized in that year. Any requests made after 6 PM CDT on June 30 for that calendar year will be denied. Please refer to the section on the specific fee for individual refund policies for that fee, as additional restrictions may apply.

No refunds may be made if the transaction is older than 90 days.

Refunds may only be issued to the card used for the transaction. If no longer available, no refund can be issued.
