Regional Upgrade Calendar

If you are interested in upgrading from Grassroots Referee to Regional, this page is designed to explain the process for you.

First, it is essential to understand that US Soccer's interpretation of the Regional Referee grade is that Regionals are referees who want to be considered for National status. The grade exists for this reason exclusively. Referees may pursue Regional status without intent to be considered for National Referee, but the standards of the program are not softened for such individuals.

When you enter the upgrade process, you spend one year in an upgrade year. This year runs from July 1 through the following June 30. During that year you will remain a Grassroots Referee, fulfilling the upgrade steps. If all steps are completed, the following year you will register as a Regional Referee. If you fail any step, you can try again the following year but will remain a Grassroots referee for that year.

The standards required to upgrade include:

  1. You must be 18 years old when you enter your upgrade year (by July 1 of that year).
  2. A high game count achieved working ADULT league matches only. You need 50 center referee adult matches and 25 AR adult matches to qualify. You must achieve this count BEFORE entering the upgrade year (July 1 of the upgrade year). Your game log must be uploaded game-by-game here.
  3. Intent to upgrade must be sent to the State Referee Administrator no later than JULY 1 of the upgrade year.
  4. Passage of the MNSRC Test. This is a challenging un-timed open book written test covering the Laws of the Game. You have three opportunities to pass each year, with a passing score of 80% on the first attempt, then 90% if you need the second or third attempt.
  5. The fee for upgrading is $225. This is paid AFTER you pass the MNSRC test, but is NON-REFUNDABLE.
  6. You must pass the FIFA Interval Fitness Test in the late summer/fall. Failure to pass results in cancellation of any future upgrade assessments and forfeiture of the upgrade fee.
  7. You must complete the Upgrade Curriculum during your upgrade year.
  8. You must pass three assessments as a referee during your upgrade year. At least one of these must be completed between July 1 and November 1 (this is typically your "youth" assessment, on a U19 Developmental Academy or ECNL game), the other two would be performed in spring of the following year (two adult matches).
